Land Disturbance, Right-of-Way, & Driveway Permits
The City of Winchester has implemented three new permits for construction with an effective date of September 1, 2025. An individual project may require any combination of the three permits with the possibility of all three being required. Any questions concerning the permit applications may be directed to the Community Development Office. Completed applications with all required supporting documents, forms, and fees shall be turned in to the Community Development Office at City Hall, 7 South High Street.

Land Disturbance Permit
A Land Disturbance Permit is required for all grading work on an applicant's property (outside of the right-of-way). The intent of this permit is to allow the City to review and approve all land disturbance within City Limits. This will allow the City to track construction to ensure each site is properly stabilized from erosion at the completion of the project.
Utility, Pavement, and Roadside Work within the Right-of-Way (ROW) Permit
A ROW Permit is required for all types of work to be performed within the City of Winchester's Public Right-of-Way, except for driveways (refer to the driveway permit). A ROW permit is not required from the City of Winchester for work to be performed on a private right-of-way or the Tennessee Department of Transportation's right-of-way. Work within those two types of right-of-way shall be applied for approval from the respective entity having authority over the right-of-way. The intent of this permit is to allow the City to review and approve all construction within City's right-of-way to ensure proper pavement repair and drainage.
Residential and Commercial Driveway Permit
A Driveway Permit is required for all new driveways and modification of existing driveways within the City of Winchester's Public Right-of-Way. A Driveway Permit is not required from the City of Winchester for driveways with access onto a private right-of-way or the Tennessee Department of Transportation's right-of-way. Work within those two types of right-of-way shall be applied for approval from the respective entity having authority over the right-of-way. The intent of this permit is to allow the City to review and approve all driveway construction within City's right-of-way to ensure proper pavement repair, drainage, and ADA compliance.
