ABOUT THE PLANNING COMMISSION

Winchester created a Municipal Planning Commission in March 1962 with the passage of Ordinance No. 304. The Municipal Planning Commission's jurisdiction ended at the city limits, but at the request of the Commission, the State of Tennessee soon established a planning region (comprising the city limits of Winchester and adjoining territory outside of the city) and designated the Commission as a Regional Planning Commission in July 1962. With this dual designation, the Winchester Municipal-Regional Planning Commission is granted the powers and duties set forth in Tennessee Code Annotated 13-3 and 13-4. Though the boundaries of the Commission's region of authority have changed over the years, Winchester has maintained an active planning program ever since. In Tennessee, planning commissions are empowered to plan for the physical development of the community, regulate the subdivision of property, and advise the local legislative body on zoning-related matters along with a number of other issues. The Commission’s regularly scheduled meetings are held on the 3rd Monday of each month at 4:00 p.m. at the City Annex. 

MEMBERSHIP

Presently, the Planning Commission consists of six (6) members.  The commission makeup is such that there are five (5) city residents and one (1) representative from the city’s reserved planning region. Of the five (5) resident, three are residents at large, while two are representatives of the City Council.
