Design Review Commission

ABOUT THE DESIGN REVIEW COMMISSION

In August 2011, Ordinance No. 928 created Winchester’s Design Review Commission along with the Downtown Overlay District.  The City of Winchester created the Commission under authority granted by Tennessee Code Annotated 6-54-133 to ensure compliance with the Downtown Overlay District Design Standards and Guidelines document.  This will occur through the review of new developments, renovations, and maintenance that would alter the appearance of a building or property within the Downtown Overlay District.  The Design Review Commission will also utilize the Winchester Downtown Master Plan to supplement the Downtown Overlay regulations and support its decisions relating to building and property design within the boundary of the Downtown Overlay District, as necessary.

MEMBERSHIP

Ordinance No. 928 created a five-member citizen commission consisting of one (1) representative from the City of Winchester, two (2) representatives from the Board of the Winchester Downtown Program Corporation (WDPC), and two (2) representatives not affiliated with the City or the WDPC.  These members are appointed by the Mayor and serve rotating four-year terms.  Presently, the Design Review Commission consists of the following five (5) members:
