Born in 1948 the son of a sheet metal worker in Lincoln County. Tennessee, Richard Stewart felt the effects of rural poverty as a child. During the '50s and '60s, he learned that hard work, education, and discipline, were the best avenues for prosperity. In the future, the same three would become his definition of success.
     After a childhood of hard work and hard play, he attended Austin Peay State University where he earned a degree in Physical Education in 1970. While a student at Austin Peay, he met his future wife, Sandra Lester, a native of Franklin County, Tennessee. His first teaching job came in 1970 under Principal H. Louis Scott at North Junior High School in Franklin County. As a teacher and coach, he worked to instill the very values that had, to that point, guided his life.
     In December of 1971, Sandra gave birth to their first son, Eric. Three more children. Ryan, Cortney, and Kyle, followed over the next 13 years as Richard continued his teaching and coaching career - first at North Junior High and later at Franklin County High School. In 1984 he entered the insurance arena where he remains today. He has operated his present agency, Richard Stewart Insurance Agency, since 1998. He also continues to operate Stewart Aluminum Products, a family business which has existed in one form or another for over forty years.
     First a Winchester City Councilman, Mayor Stewart understands the important roles that the councilmen play in city government. Mayor Stewart served on the Winchester City Council from 1982 to 1989 before being elected to his first term as Mayor in 1999.
     Stewart has also served on the Franklin County Board of Education and on state level committees. In 1990, he was narrowly defeated in the Democratic Primary for State Representative for the 39th District.
    After two terms of serving as Mayor for the City of Winchester, Richard Stewart was elected as County Mayor in 2006.
