Willie Womack

Councilman Willie Womack

Councilman Womack was first elected in 2001 and now is in his third term as councilman. He serves on the Safety Committee.

Councilman Womack was born September 17, 1940 in Huntsville Ala., and moved to Winchester in 1947. He graduated from Franklin County High School here in Winchester, but lived in a small community just outside Winchester known as the Rock Creek community until he married Peggy Short in December of 1960. Councilman Womack attended the University of Tennessee from 1958 to 1960 but left there to go to work for the Tullahoma News in 1960-61. After a short stint with the news business Councilman Womack owned and operated Dalton Carpets for 12 years.
     
Presently, and for the past 35 years, Councilman Womack has owned and operated his own construction and rental company. His company has built over 600 homes in the Winchester/Franklin County, Coffee County and, Moore County areas.
     
Councilman Womack and his wife Peggy presently reside in Winchester and have two daughters: Mea, who is married to Philip Rogers, a minister for Embryville Church of Christ in Erwin, Tenn. and Traci, a teacher at North Lake Elementary School and is married to Keith Merritt who is employed with Nissan North America Auto manufacturing.

Councilman Womack also serves is a Deacon at the Estill Springs Church of Christ in Estill Springs, Tenn.

Councilman Bruce Spencer

Councilman Bruce Spencer was elected for his first four-year term in August of 2009. Prior to being elected, Bruce served as a member and chairman of the Community Development Committee.  He is also a member and serves on the board of directors for the Winchester Downtown Program Corporation.Presently Bruce serves on the Historical Preservation and Recreation Committee and continues to serve on the Community Development Committee.  Bruce was born in 1952, in Winchester, Tennessee, son of R.L. and the late Betty Smith Spencer.  He grew up in Winchester and graduated from Franklin County High School.  Bruce attended Motlow State Community College and served in the Tennessee Army National Guard. In 1975 Bruce started and operated his own business for over thirty years in Winchester. He served on the board of directors of the Franklin County Chamber of Commerce and President of the Franklin County Jaycees.  Bruce served as an assistant Scout Master for Boy Scout Troop 185 and Pack Leader for Cub Scouts Pack 140 in Winchester. Bruce worked for the Federal Emergency Management Agency for a short time. Presently, Bruce is working in real estate as a realtor with Century 21 Mid-State Realty. Bruce married Joy Cowan, in September 1976 and they have two sons. Bruce Jr. a financial advisor for Morgan Stanley Smith Barney and Blake a supervisor for UPS both in Chattanooga. The Spencer’s are members of the First Cumberland Presbyterian Church.

Councilman Cheyne Stewart

Councilman Cheyne Stewart works for his family business, Stewart Trucking & Excavation Company, which is a family business that has prospered through four generations.  Great grandfather Harvey Stewart started the business in 1912.  Business has survived because of our honesty, hard work, and trustworthiness.  Cheyne is a senior at Middle Tennessee State University where he majors in public relations with a minor in business communications.

Cheyne served as Youth Mayor of Winchester for four years and implemented many programs to improve the community.  Some projects include the building of a downtown amphitheatre park at no cost to the City, renovation of Frisbee Golf Course at the city park, Christmas Food Baskets, Reindeer Games at Santa is Coming to Town, Back to School Bash, cemetery clean-ups and many other worthwhile projects.

Councilman Cheyne Stewart has committed himself to volunteerism and community organizing.  Governor Phil Bredesen appointed Cheyne Stewart to the Volunteer Tennessee Board of Directors in Nashville because of his volunteerism and community spirit.  Cheyne served as a legislative aide to Governor Bredesen in 2008.  Cheyne filed and tracked all administration bills for the Governor and worked with legislative liaisons for every branch of the Tennessee state government.  Currently, he is Chairman of Franklin County Democratic Party and has served as Vice-Chairman and District Two Representative for the Party in the past.  In May, Stewart was elected secretary of the Tennessee Democratic Chairmen Association in Nashville.  Cheyne was chosen to attend the Democratic National Convention in Boston, Massachusetts as a Presidential Scholar.

Cheyne was awarded the Prudential Spirit Leadership Award. The Tennessean newspaper selected Cheyne Stewart as one of 40 Outstanding Tennesseans under the age of 40 years old.   The Franklin County Chamber of Commerce awarded Cheyne the Spirit Award in his Leadership Franklin County class.

Cheyne is a founding member and Chairman of the Franklin County Prevention Coalition (a comprehensive strategy to help communities with alcohol and drug problems to bring people and resources together to fight drugs and alcohol and improve the quality of life).  He has represented the Coalition in Washington, D. C and throughout Tennessee.  Stewart is a member of the Winchester Community Development Committee and a past Chairman.  Cheyne is the founder and Chairman of the Youthfest Battle of Bands with the International Dogwood Festival.  Cheyne represents the City on the Winchester Tourism Committee.
