     As City Administrator I work under the direction of the Mayor and City Council and act in an administrative capacity over all city department heads unless otherwise directed by the City Council. My job includes all the day-to-day duties of operating the City of Winchester. A portion of these duties would include:

~ Meet with concerned citizens

~ Oversee all personnel

~ Coordinate the work of all city departments

~ Review existing and proposed city programs and
   procedures and make recommendations to the council
   concerning appropriate action

~ Prepare administrative directives and bulletins and conduct
   analysis of administrative programs and projects within city
   government

~ Prepare for publication in a local newspaper abstracts of
   ordinances, announcements of public hearings and all other
   legal notices

~ Keep and preserve the city seal and all official records

~ Attend all meetings of the council and maintain a journal
   showing the proceedings of all such meetings

~ Prepare and certify copies of official records

~ Knowledgeable of current legislation

~ Study municipal operations and make recommendations for
   improvements
 

 
 
 
   Beth is a native of Winchester and has lived here most of her life. After obtaining her business degree from Middle Tennessee State she immediately began a career in law enforcement and private enterprise. Having worked for City and County governments since 1990, she accepted the Winchester City Administrator position in December 2002.

     The Mayor is the chief financial officer of the City of Winchester, and he is given tremendous support by the Winchester City Council. The Administrative Director, Faye Morrow, under the supervision of the City Administrator, Beth Rhoton, works to employ the proper financial accounting procedures that affect our office. This consists of the payment of all invoices and billings that come into the office from all the department heads within the city. We record and deposit daily the cash that comes into the office from our Swimplex, property taxes, court fines, state monies and other miscellaneous revenues. We record and document all expenditures to the proper line items within our budget document, with the Capital Outlay items being the largest expenditures incurred by the City. These consist of the Highway 64 Drainage Project, the Highway 41A By-Pass Project, the Dry Creek Project, and the High School Construction Project.
     We feel that we are spending our tax dollars wisely, and appreciate any and all input from the citizens of our city. We believe that to keep the City of Winchester the strong government entity that it has become, we should ALL work as a TEAM.

     If you are operating or doing business in the city limits of Winchester, a city business license is required. This is in addition to your county business license or other permits (such as building permits) that you may already have.
      The cost to apply for a new city business license is $20.00. Applications for a City of Winchester business license may be picked up at the City Hall business office Monday through Friday from 8:00 a.m. to 4:30 p.m. Applications may also be mailed or faxed upon request.
